Why are drivers not automatically assigned to trains?

This bug/feature/whatever has now bothered me to the point that i'll finally start a thread about it. Maybe the base game doesn't allow it (i don't have service packs or hotfixes), or maybe there is a setting that i cannot find for the life of me, but is there ANY way to make drivers automatically get into trains? Without me having to manually figure out which locomotive in each train is the leader, on a route full of 10 trains, and assigning all drivers to trians manually?

If you load a loco in driver it automatically gets a new driver.

It does so initially, But after a save or two, This auto assign stops doing so and manual assignment becomes required.
