Solenoid must've stuck open. I'm surprised there wasn't a quick way to kill the air to the horn though, couldn't they have dumped the air from the engine? I realize they wouldn't be able to continue running without another engine still anyway, but it would've reduced annoyance to the locals, some of whom of course will take this issue up with someone in power (or lawyers) and cause problems for the railroad I'm sure. Lawsuit for pain and suffering due to lack of sleep or something, I'm sure...
