no normally VIA runs 2 units on a 15 car train down here.

I was wondering and going to ask the same.

Down here, about 12 hours south of Halifax, our Amtrak runs only one or two locomotives.

Perhaps the extra diesels are being moved to VIA's shops for work done to them. I know that Amtrak does the same thing when moving stuff to their Beech Grove shops.

Now that you mention it, that's probably the case. Than maybe it's a bit of shuffling power around from Halifax back to Toronto perhaps with the upcoming holidays and the increased traffic on other parts of the system.

What I'd like to know is why the observation car is labeled "ReveLstoKe ParK". Did someone run out of lowercase decals?
