Am I missing something, or there is no way to toggle traffic like in 2006?

The 'traffic' toggle has been moved to the 'environmental settings' tool, which can be accessed by clicking on the 'main menu' button on the top toolbar, then click on 'environmental settings'. It's in the 3rd tab from memory. The 'environmental settings' includes all of the 'world' tab's tools, and the calender for the new seasonal functions.
