UK Railway Security?

A number of munitions have been stolen from a freight train whilst standing in sidings in Warrington, Cheshire, UK. They were left unguarded without any security arrangements in place. I find this story quite disturbing given the nature of the consignment and near proximity to where I live. Where were the MOD, British Transport Police etc? Their presence noted by their absence!

I believe it says the missing explosives are 'anti-tank' mines. You should be safe - unless you drive a tank.

Some reports say they're anti-tank mines bound for Afghanistan. Do the Taliban use tanks or, indeed, do the Taliban have any tanks?
