Is Trainz Core Environment (which allows TS2010 EE content set to be unselected) used to add the surveyor module to Snc, Modula City and Murchison 2?

It is possible that you may be able to do this. However, you will likely find that the Surveyor function is unavailable, since the content set for TS2010 (which is required for the TS2010 serial number to be accepted) is not installed.

I would recommend that you simply install the add-on packs into your full TS2010 installation, since this will give you full access to the maps in Surveyor.
