Apart from the default session rules which set the start time, time rate, initial weather and its "change-ability", there is a custom rule for TRS2004 on the DLS. It allows you to change time, weather, cab/dcc control, headlights on/off manually at any time from within Driver. I just can't recall the name. Perhaps search the DLS on "conditions" within the Rules section...
