Ok, that's a good start.
I don't have TRS19 installed but I do have that asset, <kuid:584038:100058> CN 4000cf Rotary Gondola, which is built-in to my copy of Trainz Plus. Looking at its dependencies:-
In Content Manager, right mouse click on
<kuid:584038:100058> CN 4000cf Rotary Gondola and select the option
List Dependencies.

In my copy of Trainz all the dependencies are showing as either
Built-in (which means it was supplied as part of the install process) or as
Installed from DLS (the Download Station). Each item in the list, and the wagon itself, should run in TRS19 without any problems - another column in Content Manager not shown above confirms that.
Your list
*should be identical* to mine (order of items may be different) but it is the last item,
<kuid2:584038:100667:1> S-2 Truck 100 ton 263,000 lbs 6.5in × 12in 36in wheels dark, that is the key. This is the bogie (or truck) under the wagon. If this item is missing, or shown as <kuid:584038:100667> <unknown asset> (note that the two ID codes are not exactly the same), then that is your problem with as much detail, including <kuid> codes, as possible.
If this is the case then there are two possible (but not guaranteed) solutions.
- Run a Database Repair - either from the TRS19 Launch Window or from Content Manager open the Developer menu and select the item Repair Database. In fact I would run this anyway even if there appears to be no missing assets.
- Contact Jointed Rail - website https://jointedrail.com/ and explain the problem.
