Just purchased Trainz 2019. Question is there a way to install and run Surveyor 20 on this version?

No. Surveyor 2.0 (they are not up to version 20 just yet!) is only available on Trainz Plus (subscription needed) and TRS22PE (outright purchase).

In the meantime there are guides for using Surveyor 2.0 on the Trainz Wiki at How_to_Use_S20_Tools and How_to_Use_S20_Palettes
