Stations - Too Hi-Poly?

Stations are generally surrounded by other buildings, facilities and scenery items all adding to the problem it’s very difficult to obtain a good balance between objects and visual effect and operating frame rate

You haven't mentioned your machine's specs; which will help in cases like this.
Try switching to DirectX mode. (Start-trainz, Options). it may help.

Waiting Passengers

If the station is an industry object, the waiting passengers also contribute to the poly load. I found that if you reduce the max number of waiting passengers, the studdering effect will be reduced.:D
 
And some of the newer stations make a pretty heavy load on the processor. I've had some stations that I couldn't use because they bring my computer to a crawl. Try some different stations to see if some work better for you.

You might be talking about some of my stations and I readily admit that my stations are unfortunately not for everyone. I prefer a detailed station to pull my consist into and the result is a lot of polys in most instances. I save low poly stuff for background. Where I have most of my problems is with high poly steam locomotives. Some that I've downloaded will make me crawl at about 2 fps. I could do some low poly stations, but they just don't have the same visual effect to satisfy me.
This is most definitely a visually demanding game on our systems and it's difficult to reach a happy medium between detailed content and slower machines.
 
There is a freeware program available on the Web, called MemMax.
It clears up any bottlenecks in your Ram chip (usually caused by start-up and background running programs), and will increase your available Ram by at least 20%.
I use it before I run any Graphic intense program and although I have a reasonably high end machine, it does make a difference.
Warning: Some users don't like it because it takes a few extra seconds to load a program such as Trainz, that's because more of the program is loaded into your ram.

I'm glad you qualified that statement with "almost", 'cause you probably haven't tired my routes. If you do, you might be pleasantly surprised. Even these area gives good frame rates with all sliders maxed and shadows on:
