Since I have already created part of the route, can I change then scale without starting from scratch? I just want rulers to show the scale measurements.

You can edit these settings at any time. Just open the Edit menu and select Edit Route

Changing scale ONLY changes the measurements shown by the ruler. Nothing about the route is changed in any way.
