Route Creation - What is the purpose of the Scale option?

I have played around with TRS 2004, and TRS 2006 for a good number of years.
I would be grateful if some kind person could explain to me the purpose of the Scale option when commencing to build a new route. To me, this option makes no difference whatsoever!

If someone could explain to a doddery old man what practical use this option is, I would be most grateful!

Example:
You have this fantastic layout for your old HO railroad. You would like to rebuild that to Trainz. 2 options: Or you are going to convert all the measurements from the HO scale to Real scale or you switch the rules to HO and can use your old measurements.
 
Or the third option might be, given that model railways have all kinds of size constraints such as length of stations, radius of curves and so on, you use the track plan of your fantastic layout but rebuild it in Trainz to more realsitic proportions.

In this case, you don't change the scale on your rule because you are building your new route in 1:1.
