I can only use reward points for half the cost of what I want to buy. Is this the way it works or am I not doing something right?

That is the way those work so its correctly functioning.

I think there was one time you were able to purchase payware with rewards points but they seem to no longer do that anymore and besides you had to purchase payware anyway to get rewards points. So I can see possibly that could be a reason why they don't do that anymore

You still can purchase payware with rewards points, however you can only use half of the purchase price of what you want to buy in rewards points.
