You can always make changes with content as long as you are using it for your own personal purposes and not redistributing. With payware, you are not allowed to make changes and then distribute the revised content. This shouldn't need further explanation. Freeware can be a little less clear though. Some creators will allow their content to be modified and redistributed as long as they are credited with the original creation while some creators won't allow for any redistribution of their freeware. It's best to check the license in the config.txt file for any restrictions and if still in doubt, you should try to contact the creator directly and ask about restrictions.
