well
with me I use Gimp 2.6
and what you do is select the layer you wish to rotate
go to the"Layer" tab and go to"Transform" then rotate whatever direction you wish
after you do that you can no-longer use the letter tool to move it around
so you must use the move tool
and you can decrease the size with the scaling tool and scuch

i think i figured it out for paint.net and another thing i cant find the big boy tender so i can renumber that its is the railyard but its not in cmp its even favorited
