To release something, usually you need the author's permission. If you want to reskin it for personal use only, you can do whatever to it, so long as it doesn't leave your own computer.
Does Rob Shaw even still work at N3V? (He was one of the original Brew Crew). If it's built in content then it's likely to be N3V who would need to give permission, or if Rob is no longer about.
i am going to tell you about a young kid on trainz his name was gramma he reskined and released stuff on the DLS until he went too far he copied some guys V30 VR garrat and the creator saw this and then started a thread here its called "we have a copyist posting content to the DLS thats not theirs" gramma got all his content taken down and he is probably banned he did not know he needed permission to release stuff so he learned about getting permission the hard way
