The version of that R32 was planned by Magicland, and I don't know if it was finished or not, but it was never released. The R32 that was done by Magicland, as Mikej was referring to, is on the DLS. Just search R32 or Magicland, and scroll down the page. (Tip: It should be easier to find it by searching "R32" than "Magicland" without quotes of course.) The R32 that is on the DLS by Jeffmorris, as you said cannot pick up passengers, but is somewhat detailed like the R32 in that picture. Also the route sign cannot be changed to look like that, because it would require getting and changing the mesh file, which only Magicland can do.
