Did you check in Content Manager for errors or warnings. Also make sure that the textures that you are using are uncompressed.

As for textures uncompressed, what does that mean?
To save a file as uncompressed, you need use the settings in your file editor. Gimp for example has a setting for saving TGA files uncompressed. You need to check that box first before saving the file.
Each of these errors, by the way, are related to the one file being compressed.

What image editor are you using and what file format are you using for your textures? If you are using TGA files then when you save them in the image editor you will see a tick box in the save diaogue box that needs to be ticked (or unticked dependant on editting software you are using) to make sure that you save the images as uncompressed tga's. If you are saving them as Bitmaps (*.bmp) then you wont have the option to save them as compressed images.
Before you worry about compressed/un-compressed textures check the size of the file 'secr27_shadow/black.texture.txt' for both the primary image and the alpha. These both need to be the same size, so if your primary image is saved to a size of 512x512 pixels then the alpha also needs to be 512x512 pixels.

Obviously I have got all of the CDPs that you have sent and am just about finished but thought that I would put an update here for you. The loco you are reskinning was created for earlier versions of Trainz that were more forgiving that current builds. There are a few errors to be fixed but your main problem was with the way you created the 'new' images. By taking them to bitmaps you will end up with a black fill on areas where there should be no colour. This image is one of yours
