Please explain how to update/improve built in content to 2009 standards

I have 3ds Max and Photoshop.... I can not find any tutorial on how to take all this old content the new version shipped with and use the new tools in 09 to make it look like it should. I want to start with any train,building,track anything... I do not want to have to create everything.....I want to take what is here and enhance it with the new tools.
Please if anyone knows of a tutorial or could teach me (us) how to get started improving our virtual railroadz..
 
It seems that you want to take some creators original work and improve it.

You will have to do the leg work first and make yourself proficient in one of the available graphics programs otherwise no creator will trust you to do a better job than they did, and it is unlikely that you could.

I look forward to seeing your first creation.

For starters i want to take a route that came with the game and improve it like it should look. I do not understand that the WBE did not come with better instructions. I have the graphics programs and can use them but never worked with trainz before. How do you open up an engine,car,tree,person...ect in max or photoshop? I think these topics should have been covered in the manual, not how to build with the OLD stuff but how to enhance it then build with it.

If you are considering modifying the mesh, the short and final answer is that you can't unless the original creator gives you the original Gmax or Max file. The .im files cannot be opened for modification.

You can change anything you want in the main asset file for your own use, but you can't distribute it without the creator's permission. The way to learn is to download the latest Content Creation Guide (CCG) from the Auran web site and work from that.

Changing a route is straightforward, you download it, you can do what you like with it, but again, you can't re-distribute.
