Hi All, I was wanting to Release a Modded Version of Outback Australia 2 with more of the TRS Industry's and who would I Contact to ask

If you are re-releasing some-one else's original layout with your additions, then the original creator would be the most logical person to ask. A quick search of the DLS revealed about 50 layouts with the title "Outback Australia" only 1 had the "2" at the end - by Gonarch

There was on just uploaded by Author Auran "Outback Australia 2" but I tried PM to Profile Auran and it said there quota was full

There is none that have "just been uploaded" with that name - there are 4 that have "Outback Australia 2" as part of their titles but the newest of those is over 2 years old. One of those is listed as being "created by: Helpdesk" which is probably the one you are referring to. This probably indicates that it is an update (and "fix") by Auran of an earlier version that may have been supplied as part of the DVD for that version of Trainz (2009).

If that is the case, then check the licence details its config.txt file. If it was created by Auran (now called N3V) and may have been released under their licence which gives Trainzers to right to make "significant" changes and re-release it to the DLS provided that Auran (N3V) is acknowledged as the original creator.
