No traffic on invisible roads

I am wondering whether invisible roads can't generate traffic. I have kuid2:87145:37074 by Tlanders in surveyor and I see a lot of traffic but in driver no one car. Is it by design? and how to change that behavior? or can you please suggest another invisible road with traffic in driver?
It has to be invisible road, by the way, I already have my city layout and all I need is cars, a lot of them

This is weird, sometimes cars don't show, or take a few minutes to show in driver/surveyor, for some reason.
