Need some insight on reskinning....

I was hoping some veteran skinners out there would take pity and tell me what I'm doing wrong. I got Trainz 2009 World Builder a couple weeks ago and love it. I've spent the past couple days pouring through the forums and different tutorials on reskinning, however I'm having trouble getting trainz to recognize the files I've edited.

I'm using PEVSofts Images 2TCA to transfer the main body file so I can edit in Paint Shop Pro. Checked to make sure it was saving uncompressed, selected 32/64 bits, it looks like the Images 2TCA program recognizes the edit from PSP, but when I go to commit after saving my new TCA file the graphics on the clone are all messed up.

Also the tutorials I've read make it sound like .texture files and TCA files will live harmoniously together in Trainz 2009 but I'm not so sure about that after trying it a few times. I'm sure I'm missing a step somewhere but I'm stumped at the moment. I would greatly appreciate some insight from all of you that make it look so easy...
 
Content Manager, click File, Settings. Select the Miscellaneous tab in the settings window. Look for "Enable hardware accelerated texture compression". If the box for that is checked, click on it to UNcheck. After that anything you open for edit and commit won't have that faulty feature applied to it.
