It most likely only looks that way because you simply might not have the routes that people are doing multiplayer on.
If, for example, you only have the standard TS12 routes, you will hardly see any MP activity.
I suggest you download all the routes mentioned in the last 10 active topics in this (the multiplayer) forum, like for example the UMR and the Montana Rail Link. You will then notice more activity.
