muffled voices in game

Playing the Mojave scenario and when I pass under two poles connected by a wire I hear voices but they are very muffled and I can't make out what they are saying. Checked the manual and didn't see anything about in game speech nor a short cut key to increase speech. Am I hearing voices (in which case I will make a doctors appointment) or is there in game speech and if so, how can I increase it over the sound of the engine so I can hear what it is saying?

Switch to an external view away from the locomotive (and it's sounds) and you'll clearly hear:

"Detector Milepost (fill in the number) No Defects. Total Axles (Fill in a number). Train Speed (fill in a number) M P H." in a "robotic voice" - it simulates the radio transmissions of an Automatic Defect Detector" (I may have the words in the wrong order)

When I am in the cab of a loco, I turn up the volume of my speakers, clear as a bell!
