merging route question

Actually its not necessariy a merge route question but the question has arisen as a result of merging a route. The question is - is there a way of lowering the height of a complete board without losing the landscape form? I want to keep the whole board as it is just lower the entire landscape of it route and all.
 
Yes there is, although it may be a bit of a fiddle.
By "landscape form" do you mean the hills & valleys, and by "board" do you mean a 720m x 720m square, or the whole route?

There is available a program called TransDEM, (search forum for "TransDEM") for about £20, which will (although I've not used that particular function) allow you to adjust the height of a whole route.

The other way, which is long-winded, is to create a duplicate of the route and set it to the required height by the "Use Height" tool on the "Topology" tab. Type in the height needed in the box , click on the Use Height button and paint over the whole of your route. This will give you a flat route, but at the required height.
To get back the height variations, merge your duplicate and original routes (backup the original first!) and copy and paste from the original part to the same position on the new part, with the option of Relative Height selected. This will get back the hills and valleys... Finally delete each board on the original part.

I already have transdem but I do not know how to achieve what I want with that - also not sure if I can do it with a route that was not originally created with it.

As I said before, I've not used the height adjusting function, but the instructions state
TransDEM allows an entire Trainz route to be raised or lowered. This is useful for
prototypical routes where building for a first module has begun conventionally at “sea
level” and DEM based construction for a another module was started later. Raising the
“sea-level” part of the route to DEM height will make it possible to merge such modules
with a matching height level.
That says that it can be used on a non-Transdem created route, to raise (or lower) it to another height.
