Making E-Specs Questions

I'm considering making a few e-specs. I'm just wanting to know a few things. Is there any special program that I need to make an e-spec? What skill level is required to make an e-spec? How complicated are e-specs? What all do I need to know? Any help is appreciated.

There are Excel spreadsheets for steam and diesel that can help with the creation of an enginespec.

I would call enginespecs the most complex mesh-less asset you can make, especially TC3+ compliant steam ones.
