LSD 70 Loco

I am using L SD70 Locos that have loadable sand and fuel, authored by Phil_c. If I press the v key or the minus key on the key pad to dispense sand, it does not work. The fuel part works. The loco shows that fuel being burned. Any ideas as to why sand is not working?
