Looking for Content Manager but it's nowhere to be found

When I downloaded my first locomotive in years, I found out you need a content manager to install it since it comes in cpd file format. But the problem is that where ever I looked it only comes up with tutorials and how to use the program but not not program itself. Would anyone know where to find it?

It installs as part of your Trainz installation, perhaps you need to tell windows where it is -in your Trainz folder, maybe under the bin folder, I forget where after all this time. As Auran have stopped supporting the early versions, perhaps you should get a newer version, 2009 or 2010?
Right click the cdp file and use the windows "open with" file to connect cdp files with content manager.exe.

Alright, I will give that a go, thanks heaps :P Yes, yes :P I will get 2010 very shortly but just have to get my Alien ware M17 Desktop first in about a week or 2 :)

If you're still using Trainz 1.3, there's an update you have to download and install first in order to use downloaded content (I remember I had a similar problem years ago when I first got Trainz 1.3 - without out it Trainz throws up errors if you try installing CDP files and the content won't work.)

Accordingly, I just checked the Trainz 1.3 section and found this thread: http://forums.auran.com/trainz/showthread.php?t=1500

But, to quote the most relevant info from that thread:

1 first you need to upgrade your Trainz 1.3 to Trainz 1.3 (build277) in order to get the Content Dispatcher needed to extract downloaded files into Trainz
Here is a direct download link for Trainz 1.3 upgrade patch to 1.3 build 277
http://files.auran.com/trainz/ServicePacks/Trainz_Content_Update_Pack.exe

Once you;ve installed that patch CDP files should finally work for you. Hopefully this has helped. :)
