Hey all; who knows just who created the mesh for the infamous Clinchfield 311?

I want to use her in a Public Television-style educational series on railway safety on YouTube and I can't seem to find her anywhere.

I'm more than willing to do the legwork in order to update her from her current state to TS12 specs.
