Possibly because it can be expensive? As long as the risks are understood I have no objection to the sign being uploaded to the DLS or made available in any other way. In this case it is being made for a particular layout which means the thought is probably that the layout will be shared in the future. If the texture is redrawn and the sign reskinned which is simple to do or the original artwork is known to be available without any licensing issues then again there is no concern.

You've been around Trainz long enough to know about such problems others might not have been.
