Can't help you on how, but I believe you need permission from the 4F's creator (paulhobbs) before you try anything if you intend on releasing it.
 
You can mess around with content to your heart's content in private for your own use (indeed, how else would you learn?), but, if you want to post screenshots (courtesy) or redistribute (copyright - legally essential), then you need to get permission from the original creator.

To get involved in reskinning, you want to make changes to the textures that 'colour in' the details of the model meshes. For that, you'll need a photo/picture editing application. I got started with a free one - GIMP - though more advanced users go for paid for ones like Paint Shop Pro.

Make sure you clone the original version though so that you don't mess it up if something goes wrong. Not sure why you would want to reskin the 4F though as it is a wonderful engine just as it is

New sounds are pretty easy to do. Just open up the 4f's config file and replace the KUID for the enginesound or hornsound with the respective KUID of the new sound.
But recoloring with Paul's content is not as easy with the way he skins them. You'll need a proper program to do that with.

i just need to recolor it, but the skins can be opened with photoshop if im right?
