JAConverter stopped working! Help!

I read past posts on this topic. None addressed the problem message "JAConverter stopped working": is there a solution?
I've been thinking of moving from 2009 to 2010, but postings are not convincing on the latter's stability. Now I am finding 2009 is erratic.
I've had to reinstall Trainz 2009 [following a lightning surge] and when I try to install patches the above message occurs. I've manage to go from 37625 to 38017; thereafter, I meet "JAConverter.exe stopped working".
What is JAConverter.exe? What does it do? How can it be made to work?
 
JAConverter is part of the patching process, when the builtin .ja files are involved.

Firstly, if you are using Windows Vista or Windows 7, make sure Trainz is set to run as administrator.

Secondly, you will need to reinstall as the patch has effectively failed part way through.
