Is there a "Fixed Red" signal?

Probably not, but here is a work-around which I've used to make a fixed distant semaphore.

Lay a short length of 'invisible' track (see below). Add the signal of your choice. Move the invisible track so that it is exactly over the running track. No matter what train runs on the running track, the signal will not change.

The easiest way to do this is to use a short 'fixed' track eg. 10 metres, update it with the invisible track, and move it as an object over the running track.

I've tried the invisible track, but then AI trains don't respond. The other idea was an invisible bufferstop, but that also derails trains in the opposite direction, and worse, if there is not a trackend beyond, still shows as "proceed" to AI...

Strictly speaking its not a fixed red, but the proceed indication is only given by the 2 small position lights, the red stays lit all the time.
 
I was aware of that rule, maybe I'll have to use a 2A red/yellow and force the proceed position lights with that rule - if I can find a UK signal that will display them...

Sorry, I thought that was what you wanted! My suggestion was for a signal fixed at 'on' which is what I needed for a fixed distant as seen at some terminus stations in the UK.

This should work if what you are after is a signal that stays red but allows trains to pass and enter a short lead/headshunt/whatever.

For the signal use a scripted 05 Permissive, this will allow a train to pass when showing red. To force the signal to stay red extent the lead track with invisible track and put an item of rolling stock on it. Hide the wagon it in a shed or even underground. A trackmark between the 05 and the wagon should allow an AI driver to pass the red and drive to the TM. You won't be able to use a buffer stop at the end of the visible track unless you edit one to be a cosmetic item not a working EOT Marker....

EDIT: Bummer - just happened to glance at your Trainz versions, my suggestion is good for TS10+, but not certain if the scripted signals behave in TS09. Worth a try though...

Or what you could do is change the coronas to both red in the config, and then for all the different signal states (0-8, etc) place them all at 0 for stop. That'll make it a fixed red; that's what I did for my NYCTA Marker Signals, which are used at 'do not enter' junctions where it's only signaled in one direction and at the end of the track, and are a fixed red.
