Uploading and distributing a re-skin does in fact require authorization from the original creator. If you don't recieve autorization, and the creator does not want the re-skined item to be released without his permission, you can get in legal trouble.

I do Know this and according to the EULA It allows to be Hosted for free on Auran or Auran aproved Severs
