Internet page links not working as they should

Links such as the "Download Station" button at the top of this forum page no longer open for me unless I right-click and choose "open in new tab". It's not just that link, or just this Forum page that has suddenly started behaving like this. I don't know why, or how to reset IE to behave the way it used to.

Can anybody point me to the setting that controls the behaviour of web links? I did look in the Internet Options but could not see a relevant setting.

My OS is Win 7 Ultimate and I think I have IE8 or IE9 (I can't check just now as I'm not at my home PC). And I have Kapersky anti-virus installed. It hasn't flagged any infections.
 
Well, to answer my own question, the solution was to type the text
regsvr32 urlmon.dll into the Run.. dialog box and press enter;

Then open IE and click on a link or button and check if it opens normally.

It did.
