I am working on a session for the S&C add-on, and would like to have instruction sheets appearing as you drive.
Could anyone give me some idea of how to go about doing this?

The link given by Brian above is the primer for creating HTML assets for sessions. If you already know how to do that then you can jump straight into the second tutorial, how to create popup messages in sessions.
... and when you figured that one out, edit your html assets and replace the hard-coded instruction text by pointers to the string table. This will make it possible to add translations for your sessions.

I read through the document your reply linked to and noticed one key point. In the second comment on the article, in reply to a question, the author of the document recommends against using an automatic translation service (e.g. Google Translate) to provide the foreign language translation(s). As I have no language other than English and do not know anyone who is fluent in any of the Trainz targeted languages, this limits me to providing English only instructions/information in the HTML assets I create.
If you prepare your assets for translation, the only thing left to do after that is ask if people are willing to help you with making a translation to their native language.
Make a nice and interesting session and I'll do you a Dutch translation . Just don't ask every week okay .
