Im not sure I completely understand, your English is iffy. Generally, crossings in Trainz should lower the gates (or something else) when you are in Driver mode and a train is approaching the crossing.
The NRC crossings require the ATLS system by Boat. There are links to his tutorial posted here in the forums as well as, I think, within the properties of the asset.
There are other crossings, not NRC which are easier to use. You simply connect the track to either side and connect the road on either side. The crossing is then in place and ready to use.
