How does one properly create a hornsound for locos used in Trainz?

I want to create both diminished seventh chord diesel horn and steam whistle hornsounds as demonstrated in the following video of sounds emulated with a music keyboard:

This is not the Content Creation Support forum as John suggested. It is further down the main page and is oddly named "Content Creation Support Forum". This forum is for DLC creators to manage the beta testing of their DLC before it is released. The TCCP program seems to be very important to N3V since the last couple of Trainz Plus betas included many features being added to the game that focused on the TCCP.
