How do I dispatch driver to an industry

I'm trying to get CDE custom industry to produce and it's not producing and I saw something about drivers must be dispatched.
Not sure how to do it like in TRS 2019

Hi,
the industry can be set up to produce or consume products.
using surveyor, select the industry, then use the “?” button. This should let you set production rates and initial stock levels.
If the industry consumes a product (eg a sawmill needs logs to produce lumber) you may get a message that the industry can’t operate.

that should work in TANE, TS19, TRS22, Trainz+ etc.
