When you start to create a route select any region other than the default region since it has no carz in it.

2. I would say track first (unless you are doing a mountainus route)

BUT it is good to create any "vital geography" such as rivers or gradients first, then lay your track over it and finally create your Scenic Environment.

Also its best not to type in all caps as this is seen as "shouting" in forums, it is also against most forums rules (but you wont get into trouble here, i dont think i have ever seen a moderator )
