The F7's seem to be made to work with TS2004 SP4. (The build version for the locomotives are actually 2.0 but they use bogies with build versions of 2.4.) Didn't try any others, but they're probably the same. (At least on the freeware side, don't know anything about the payware.)
Edit: Now that I think about it, the F7's are GMs (General Motors) not GEs so that's not quite the same. Only GE stuff I saw there is payware so you could try using the ask a question link to make sure.
