Most of the time this is normal even for T:ANE, which was done through the Kick Starter with some spots allocated to pre-Beta and Beta testing depending upon the pledge level.
I do see that you have no registered version of Trainz already. If you have purchased a version previously, please register your product. If you have difficulties registering, please contact the Helpdesk for assistance.

As with most Betas of almost any product you have to be invited. It isn't anything new. If you contributed to the Kickstarter at a level that includes beta access you will get invited at some point (I believe their doing invites in batches). You can also be invited if you are a member or a few select content creation teams; or they may also be inviting previous beta testers as well. But since you don't have any version of Trainz yet, your only way would have been to pledge a kickstater level that included beta.
People seem to get this confused a lot, I'm not saying you did:
Beta is not the same as a demo
Beta testing is done by the developer to allow their product to be broken by a select handful of people to try and work out any bugs and problems that may arise before it is released to the public. It is NOT for someone to get their hands on the game early to see if they want to buy it. Even if you really want to do that, it isn't a good idea as Betas are usually full of bugs and problems, and things aren't normally in their final state. So while if you may like something in beta it could be 'fixed' to a point that you don't like it in release.

As already mentioned by others, you would have had to have pledged before July this year in order to gain that privilege or be part of a particular group.

Normally our beta testing is by invite/application only, we do not normally run 'public' beta's of Trainz.
However, for Trainz: A New Era, beta testing was made a reward for specific pledge levels on our kickstater campaign. Due to the sheer number of people who will have access to the beta test from this (and since it was an exclusive reward for those who pledged), we are not accepting further beta testing applications.
