Basemaps are esentually a static 1km x 1km sceney object, that you paste a image on with MS Paint at 25% zoom (@ 1.5 trainz baseboads grids square) that lays independantly, over top of the baseboards. They can be rotated and raised and lowered with the mouse.

On a DEM they do not bend and conform to rolling terrain.
