If the extensions container already exists:

  ditchlight                            "1"

If there is no extensions container:

extensions
{
  ditchlight                            "1"
}

Note: This works if you want them to flash whenever the bell is ringing, set it to "0" if you want to activate using the semi-colon/colon [;/:] key.

You can use PEV's Attachment Maker to do this with any locomotive. There are a few tutorials.
