Never did it, but this would by my plan of approach:

Take any piece of "dead" rolling stock (in other words: any none-engine car).
Replace the mesh of that asset by the mesh of the engine you like to make "dead".
Replace dependencies (like boogies and stuff like that) by those of the engine.

So...: Effectively copy like a flat car or a box car and replace the visual aspects by those found in the engine.

Don't forget to adjust the weight of the car to the weight of the now dead engine.

Make a clone ... experiment on the clone and rename the config file username line to a different name

engine 0 makes it not powered
removing the smoke tags, or making them RBG 0,0,0 makes smoke stop
getting rid of the enginesound ... I ferget ?

To get rid of the engine sound use a dummy engine sound. There is a couple on the DLS I have not tried them but they should be ok.

One other thing, make a backup of the original config.txt file in case you want to use it as a loco later on.

If you need just a scenery object, albeit one with a higher number of necessary polygons, you can simply remove the bogies, enginespec, enginesound, and hornsound tags, and change the category and class to a scenery object. You will then have to do that with a set of bogies and then assemble the scenery object in place. I did that with the Peter Witt trolley car and some older rolling stock I wanted for a train museum.
