CSX Rail Crossings

Hi!

I live in Clearwater, Florida(Tampa Bay Metro) and there is a rail line running through downtown, and one day I was walking past the track
and out of nowhere the arms came down BUT there was no train horn
and no signs of a train coming. They came down all the way, and went
back up. Then, they came down half-way and went right back up. I
was very curious to what would happen so i sat on the newly installed
streetscape benches for 2 hours just watching the city turn from small
shops and a postal office to skyscrapers and a possible commuter rail
system(which is in debate but there is a masterplan for 2010). Anyway,
is CSX having trouble with maintainance? or just doesn't feel like keeping up with the responsibility keeping up with hundreds of thousands of railway crossings. Just out of curiousity!

There has been quite a bit of construction going on over there. I am pretty sure they still run a local 5 days a week on that line. He comes over to Tampa to interchange at Yeoman yard. Plus I have been hearing the Jacksonville BB Dispatcher issuing quite a few slow orders on the Clearwater sub. I live right across the bay, about 20 mins in South Tampa.
