Controlling Train Speed

I remember in T:ANE there was/is a rule to 'set max speed' of a consist/engine. I cannot see this rule for TRS19 so do I assume it is non-existent? Perhaps there is something else one can do to limit a trains speed if this rule no longer exists. Maybe someone could point me in the right direction.

I have a high speed route but need to limit the speed of freight running on these lines. In other words a 200kph line speed for passenger is fine but wish a freight to run no faster than, say 100kph on the same line.

Set max speed a driver command built in. You can also set the max speed of a wagon by adding a line in the config which sets the max of any consist to the lowest wagon speed.
