Content Downloading Problem

Help!

OK, I think I have done all I need to do but, after I download any object content (roads locos, track, etc.) I can't find them when I return to Surveyor mode. I use download helper and I also tried downloading the page. The files are an my PC but I can't get them into my trainz program. What step am I missing??? I do the extract but nothing happens.
