I just tried the link and the Basemapz downloaded fine. You are downloading the program and not .Net, correct?

You need .net.
I don't know why your download doesn't work. error2503 doesn't say anything that's intuitive. It's useful as a Mac error message "An error has occurred of a type unknown". Well, that's helpful isn't it!
There are only two Google screens. The first is the download, the second has a message from Google that says it can't scan the file because it's too large. You need to click Download Anyway.
