Every route (map) has a region kuid which defines several items such as water color, location by latitude and longitude in the world, altitude, a list of cars and which side of the road they drive on, etc. When you start surveyor and pick create new, the first pop up window lets you pick several options including the region. If you don't make a selection you'll get the default region which doesn't have cars. Therefore, to add cars to your route, use ContentManager, find your route and select Edit - Edit in Explorer. Double click the config.txt file to edit the region kuid number. Some choices are:
